Vallei en Veluwe Water Authority, with over 600 employees, fulfils a clear public responsibility every day: ensuring safe dykes, clean and sufficient surface water, and treated wastewater in the area between the IJssel, Nederrijn, Utrechtse Heuvelrug and the Randmeren. Reliable and transparent operations are essential in this regard. Contract management plays an increasingly important role.

To gain greater control over contracts, suppliers and compliance, the Water Authority decided to replace its existing contract management system. Following a market consultation and tender process, Vallei en Veluwe Water Authority deliberately selected ISPnext’s Contract and Vendor Management solution. We spoke with Tom Snapper, Contract Manager at Vallei en Veluwe Water Authority.

From Fragmented Contract Information to Control

Within Vallei en Veluwe Water Authority, contract management was supported by multiple systems and manual processes. Contract information was dispersed across departments, ownership was not always clearly assigned, and visibility into contract terms and obligations was limited. This made proactive contract management difficult and hindered strategic collaboration with suppliers.

The reason for partnering with ISPnext was clear and practical: “We were not satisfied with our current contract management system,” says Tom. The requirement was straightforward: one central solution in which contracts and suppliers are recorded uniformly, processes are supported, and compliance is structurally safeguarded

Careful Selection Through Market Consultation and Tender

In 2024, Vallei en Veluwe Water Authority participated in a market consultation involving five parties. This was followed by a formal tender procedure. In the final phase, two parties remained, including ISPnext. What stood out in particular was the way contract and vendor management can be organised in practice: configurable, flexible, and based on proven best practices within the (semi-)public sector.

Implementation: Guidance, Not Just Delivery

For Vallei en Veluwe Water Authority, guidance during implementation was essential. Not merely the delivery of software, but support in organising contract management in a way that fits the organisation and its processes.

ISPnext supported this process by translating best practices into a concrete configuration, working with templates for different types of files, and jointly defining roles, responsibilities and processes. This approach created clarity, structure and internal support.

A Platform That Fits Practice

From day one, ISPnext’s platform has been received very positively. Tom explains: “We have experienced the ISPnext platform very enthusiastically. From the outset, we noticed that the system aligns well with our way of working and genuinely contributes to structuring and professionalising our contract management.” He also highlights the platform’s ongoing development, noting that ISPnext continues to evolve based on practical use and organisational needs. As a result, the platform feels future-proof and capable of growing with the organisation, rather than static.

“Het platform van ISPnext wordt door ons zeer enthousiast ervaren. Vanaf de start merken we dat het systeem goed aansluit bij onze werkwijze en daadwerkelijk bijdraagt aan het gestructureerd en professioneel inrichten van contractmanagement.”

Greater Overview, Fewer Risks

The greatest efficiency gains lie in the central overview and the active support of the contract lifecycle. By recording contracts and agreements centrally, there is better control over contract terms, renewals and termination dates. Tom comments: “By centrally recording contracts and agreements, we have gained much greater control over contract durations, renewals and termination dates.”

Automatic alerts make contract management proactive rather than reactive: “The automatic notifications ensure that actions are taken in good time and proactively, significantly reducing the risk of unintended renewals or expired contracts.”

The platform also contributes to clear ownership: “Roles and responsibilities are clearly assigned, making it transparent who is responsible for what and preventing fragmentation within the process.” Through fixed working methods, processes and uniform templates, ISPnext supports consistent and standardised working practices across the organisation. The system’s intuitive nature ensures broad internal adoption.

Collaboration as a Key Success Factor

Collaboration with ISPnext is experienced as accessible and professional. Tom says: “Questions and requests are responded to quickly, and communication is straightforward and approachable.” The solution-oriented approach is also highlighted: “ISPnext actively thinks along with us and clearly looks for solutions that fit our practical reality.” This way of working reflects ISPnext’s role as a partner in contract and vendor management, not merely a software supplier.

Compliance Structurally Safeguarded

For the Finance and Procurement departments, the platform offers clear added value in terms of compliance and regulatory control: “ISPnext’s contract management system provides us with an important additional tool to gain and maintain control over compliance.” By structurally recording contractual agreements, obligations and durations, greater insight, control and predictability are achieved. In this way, ISPnext supports not only daily operations but also long-term compliance assurance.
